I received the following suggestion by email from "Asim Pomo". I think it could be legit, but when I did a Google search, I couldn't find anything corroborating this. He said:

: 128 for the beacon interval is actually 7.8125 hertz (1000/128). 129 and 127 are below and above that respectively, so I am suspecting that the person who sent that to you would be just trying to get as close as they can since you can't go any more fine grained for tuning than down to the millisecond.
