The Turkish Electromechanics Industry (TEMSAN) has come up with a microturbine that can generate electricity from river or stream flows, without a dam. The smallest unit would power two ordinary homes. The return on investment is around two years.
"In Turkey, it is not necessary to get a license or to establish a company to install micro turbines on rivers or brooks. Anyone is able to get one of these turbines and install it under the guidance of local ministry representative. They will also be able to sell the electricity to the local electricity network." http://tech.groups.yahoo.com/group/awea-wind-home/message/22729

The following showed up in a Google search for "temsan". It apparently was linked from the Temsan website, and may or may not be the temsan microturbine.

The prices of these turbines vary from YTL 3,000 to YTL 40,000 depending on their capacity and strength.
TEMSAN is a major manufacturer of hydro turbines and systems. Since 2003, TEMSAN began desinging turbines and generators to be used for small water sources. Prototypes have been completed and 8 typical projects have been developed so far. TEMSAN manufactures turbines that can convert the smallest water sources to electrical energy.
