The Casimir Effect takes place when two non magnetic plates are brought within about 4 microns of each other, the two plates will then spontaneously attract. It is an unexplained phenomenon (at least to my knowledge). Since there is no explaination for this effect that is why many scientists say it creates "something out of nothing," in other words there is an energy created from seemingly nothing. It is used in such free energy projects as John Hutchison's Crystalline Power Converter.
