We will focus on energy systems that tap into inexhaustible, ubiquitous, and clean sources of energy generation, such as solar, wind, tide, and geothermal, but also including non-conventional avenues such as zero point energy, radiant energy, cold fusion, and magnet motors. (If they do indeed prove to work as claimed.)
The purpose of the congress is to provide quorum review of leading technology claims, to assess viability and prioritize then facilitate advancement. Most deliberations will take place by email, privately. In-person retreats (pow wows) will also be scheduled to discuss these matters, preferably on a semiannual basis -- probably in the Fall, and in the Spring.
Let's do something meaningful toward ending the frustration that comes with all the bogus claims that float around. There just has to be legitimate science in the midst of all that noise. Together we can methodically dissect the haystacks in short order and find the needles!
By each one of us putting in a little bit, we combine into a formidable repository of wisdom. When our collective stamp of approval is on something, that will carry tremendous weight.
Eventually we will have a central location with a laboratory of our own, but meanwhile, among us are those who have the tools for accurate testing of technology claims. Furthermore, as we draw from people worldwide, there is more of a chance that we can go to the inventor with a group of qualified testers nearby, for technology evaluations.
'APPROVED': The following priorities were approved by the New Energy Congress on Nov. 29, 2005.
While we will eventually review all deserving new energy device claims, from solar and wind to cold fusion and zero point energy, we will need to have priorities by which we can triage the abundance of claims and requests that are sure to be presented to us.
As a general principal, the best way to start an energy revolution is to put plans of an excellent, working device into the hands of the world population.
This list is supplemental to the criteria set forth at Congress:Technology Criteria. This list is likely to be expanded and clarified over time.
Clean takes priority over polluting
Low environmental impact takes priority over high impact (including EMF)
Open-source-willing takes priority over exclusive scenarios
Cutting Edge takes priority over already-established technologies
Simple takes priority over complex.
Ubiquitous materials takes priority over rare
Home generator scale takes priority over grid scale
Portability takes priority over fixed position, other things being the same
Not-yet-funded, or woefully inadequately funded takes priority over adequately- or better-funded technologies
Well-developed prototypes take precedent over nominally-developed prototypes, other things being the same.
In the process of Congress:Technologies to Review, we will be compiling an extensive database of claims. This will be of very high value, and can be a source of revenue to help cover expenses and possibly even provide a stipend for congress members.

Several of the members are extremely busy, and most of the members will have cycles of extreme preoccupation with other matters that require their immediate attention. While this is permitted, it is understood by the Congress members that they will give the Congress the attention they can give it, to the best of their ability. There are Congress:Tasks for maintained membership in the Congress. It is 'not a sinecure'.

This forum is for talking about the idea of the congress, and other administrative/housekeeping matters. For example, the criterion by which technologies will be judged would be a good discussion topic. The question of intellectual protection would also be appropriate, as would the pros and cons of open sourcing in general. General strategy discussions would likewise be germane.

Each of the key technologies under consideration (must have a verified, working prototype or substantially reliable claim to a working prototype) will have a discussion list specific to it. The naming of the groups should be someone standardized to make recollection easier.

Each member will serve on at least one committee in which he/she excels.
No one company or association shall have more than 10% representation in the membership unless that company or association has no direct benefit from sales or promotion of energy technology, other than increased traffic and reputation.
The representation composition shall be made public, along with pertinent statistics (e.g. x% from U.S., y% from w company.)
No one genre of new energy (e.g. wind, solar, cold fusion) shall have 25% or more representation, determined by the member's naming a genre of primary interest or focus.
Ideally, all genres shall be represented by at least one person who names that genre as their primary interest or focus.
Deliberations between members regarding technologies shall remain private except those portions that are already public by proper consent, or when proper consent is given.

A member must disclose if they have any financial interest in a given company/technology, and must recuse themselves from participating in voting, though they may provide input.
Never at any time should a member violate any non-disclosures they have signed pertaining to a technology in discussion.
A member must disclose any gifts or financial benefits they may have received from a company/technology being considered. Such disclosure should include any possible future gifts or financial benefits.
Members should participate in the final voting process at least once a year.
Members should attend a retreat at least once every other year (four opportunities).
Same as Members' Rules of Conduct, except they will not participate in voting, or be required to attend the retreats.

Technologies in a given class will generally be measured against other technologies of that class, though an overall ranking will also be provided regardless of class.
We will focus on giving exposure to companies and technologies that are up-and-coming, to foster emergence of new energy modalities of merit. For technologies already in the marketplace, we will serve as a professional review for consumer's benefit.
Submitted technologies and promising technologies that otherwise come to the attention of NEC members are usually first passed by the Technology Screening committee to see if they should be presented to the NEC body for voting. Presently, a simple poll is created for that technology which asks where the technology ranks:

NOTE: These are preliminary. proposed pricings and are subject to change by the NEC.
Free : Thumbnail sketch available for free for everyone. Might not include some companies/technologies that are not yet intended to be public knowledge. The expected market for this will be general research by the lay public.
Basic : Report highlights. Fairly simple report. Might not include some companies/technologies that are not yet to be public knowledge. Projected cost: US$50 per person. The expected market will be casual investors, energy enthusiasts, and inventors.
Premium : License to the full report. Signature required to keep certain company's information private. Projected cost US$1,000 per person, with groups discounts for multiple copies. Non-profit discount for energy organizations: US$250.00. The expected market will be high-level investors, major non-profit energy organizations, government.
Revenues will go toward covering expenses of those members and advisors providing peer review as well as the administration of the process and preparing of the reports. Stipends, as agreed upon, may also be disbursed to participating members. Excess proceeds beyond that will go toward grants of deserving technologies agreed upon by the members.
