You say finding the "sweet spot" so to speak is going to be hard. Why not machine out a slot and place the smaller magnets on a bolt that can be screwed into place along that slot? Then you can try a variety of angles for the magnets or perhaps add or take away magnets. You could also make the magnets adjustable in their distance from the main disc.
I apologize for my lack of editing abilities and ignorance of the technical terms for the device, just a novice with an idea.
