This is an old story recycled by a blog and picked up by everyone. The blog sphere is a reference free zone and has a poor memory for dates, it seems. It is a uranium fission reactor with an interesting new moderator design. Should work well for both users and terrorists. Not top 100 unless we want to list every new, or not really new, innovation in nuclear fission design. Might be useful on Mars.
Note: There is a lithium proton particle beam fission technology that is potentially important- Bogdan Maglich migma reacters http://www.rexresearch.com/maglich/maglich.htm but it is unrelated. Its also a much older story.
