West Fabrication Institute has developed a biomass and/or waste to energy technology using a dual fluid bed pyroxy process with refinements by Donald Gene Taylor. So biomass goes in, and fuel or electricity comes out. Same for municipal solid waste.
The basic technology has been thoroughly tested since the 1980s, and the improvements by Taylor have been tested as well, including most recently by the University of California, with commercial feasibility strongly indicated from the results derived so far.
Taylor is now looking to implement commercial operations. The engineers at Nexant (San Francisco spin-off of Bechtel) who have been involved in the design and testing of the WestFab technology say they are comfortable designing the technology for plant capacities of up 1000 ton/day for a single train.
My sister, Karie, put me in touch with him yesterday, and I introduced him to a guy who phoned me last week saying he represents a bonding agency that is looking to put $300 million into a municipal solid waste to energy technology. The thing is, in order for that to go through, there has to be another agency willing to back the bond or stand as collateral, in order for the funds to be released. They said I could mention this in our coverage in case one or more of you who reads this might be in a position to help secure this.

- 10 ton/day facility at U of CA –unit, designed for commercial use, is flexible and scalable and can be implemented in capacity ranges from 80 TPD to 500 TPD biomass. Depending on feedstock, it has demonstrated the ability to produce tar-free pyrolysis gas ranging in quality from 417 Btu/scf using municipal solid waste, to 1099 Btu/scf using waste plastic.

How it Works
Gasification is a flexible, reliable, and clean energy technology that can turn a variety of low-value feedstocks into high-value products, and can provide a clean alternative source of baseload electricity, fertilizers, fuels, and chemicals. It is a manufacturing process that converts any material containing carbon—such as coal, petroleum coke (petcoke), or biomass—into synthesis gas (syngas). The syngas can be burned to produce electricity or further processed to manufacture chemicals, fertilizers, liquid fuels, substitute natural gas (SNG), or hydrogen. [1]

The dual-fluid-bed is based on the PYROX process, developed by Diazo Kunii in Japan during the '80s. West Fab also employs oxygen for POX methodology.
West Fab can provide expertise in both "direct" and "indirect" thermal conversion methods. Recent advances in catalytic processing are expected to enable the economic conversion of biomass feeds into liquids that can be blended with gasoline and Diesel fuels.
The "indirect" route uses reforming catalyst technology to produce synthesis gases as an intermediate feed to an F-T process, resulting in production of hydrocarbons and alcohols.
The "direct" route generates liquids by catalytic cracking of cellulosic feeds, and results in the production of both aromatic liquids and fuel-gases.
