The device consists of two ceramic rods positioned in parallel to each other. Originally claimed to have comprised of 73 elements in one rod and 74 elements in the other, it has later been clarified that the statement was a ruse and that the actual composition isn't so sophisticated. The rods are left-handed ceramic materials that have been compressed and baked into rod form. The elemental rod generator is a linked predecessor to the newer flux-plate ERR prototype machines, also developed by J.B. Schwartz.
This device has evolved since the release of the Elemental Rod Generator. It is now
beryllium/copper alloy plates with exciter coils fed by pulsed DC. With other components
it produces an electron avalanche...a continuous electrical current. A relatively small
current exciter injected signal outputs a much larger continuous electrical current.
This device has been successfully demonstrated in Japan and now has developmental funding
from Japanese backers. R&D laboratories in Japan have been repeatedly broken into and records stolen by industrial spies in the past year. Another secret developmental lab
in the Philippines is continuing development, however, under the personal direction of J.B. Schwartz.
An electrical charge builds up in one of the rods and depletes on the other, creating enough potential to generate electricity continuously. This charge was originally stated to have been a function of neutrinos striking differentially, but has since been downplayed as the source for various reasons. The device is an absorber of electromagnetic radiation from the UV through infrared spectrum bands, including visible light. As with other ERR prototypes, left-hand materials play a key role in conversion of electromagnetic waves to electricity in the elemental rod generator. The solid state function of the generator is similar to a solar photovoltaic panel, except that no visible light exposure is required and may also generate power at night or dark cloudy days it is speculated that power output may vary depending on environmental conditions and location.
Most likely, it doesn't. This device makes claims for neutrinos that are directly invalidated by what is known about this class of sub-atomic particle. The claim is that a charge builds on one rod, relative to the other(s), because of "neutrinos striking differentially". This is, of course, nonsense. There are two fundamental reasons why this is the case.
It DOES work. It is NOT dependent on neutrino interaction. It DOES work dependent on an application of Tesla's resonance transformers and magnifying transmitter technology.
Neutrinos only interact with matter via the weak nuclear force or gravity (not relevant to this application).
The range of weak nuclear interactions is very small (around 1000 times smaller than an atomic nucleus) enabling neutrinos to pass through vast amounts of matter unhindered. In fact the earth is bathed in a flux of solar (electron) neutrinos. The overwhelming majority of these pass through the earth and all things on it (including us) without interacting with matter at all.
The claim, therefore, that these small rods could be subject to significant numbers of neutrino interactions is plainly false.
Because they are not electrically charged they are not subject to the electromagnetic force and so do not cause ionization of matter. So neutrino strikes cannot lead to a build up of charge, even if they were frequent enough which they are not.

There was an error working with the wiki: Code- Alexander Frolov sent me a couple of old sales brochures of the ERR Fluxgenerator from 2002 when the 250W - 6KVA product line was approaching the market in Japan. There were around 20,000 units manufactured. But before they hit the market, the Japanese government issued a shut-down order due to some alleged "safety concerns", and confiscated all the units. Vincent Howell is developing a similar looking power generator unit with secondary solar cooking capability.

: "Neutrino circuit consists of two rods about 3 inches long (see the first picture below). The device consists of the two posts, a wooden base, two terminals and a switch. One of the rods consists of 73 elements and the other rod contains 74. The earth is stuck by particles from space all the time called neutrinos. When neutrinos strike one of the rods it causes a negative charge to build up. The second picture to the shows three Christmas tree lights being illuminated by the rods. These rods put out about 18 watts of power. This device has been used to charge batteries in a cave hundreds of feet below the ground."

If there are 74 elements present in one of the two
rods as mentioned, there will likely be exotic and
toxic components. Toxicity is not always elemental in
nature compounds of an element determine the toxicity
in almost every case. Plutonium is an example of
toxicity despite its chemical nature. Many elements
that are known to be toxic might not be in this
device, depending upon how it is formed.

I think maybe that one rod is Tantalum carbide, the other Tungsten carbide.
Update from Vincent:
Boron and silicon are confirmed as part of the formula.
